Assistant to the CIO
 

Steinbeis Advanced Risk Technologies and EU-VRi are urgently looking for skilled and motivated professional for the position of  

Assistant to the Chief IT Officer (CIO)

dealing with:

  • Management of the basic IT structure (Active Directory service, user and computer management, basic server-hardware and software)
  • Maintenance and administration of MS-SQL servers
  • Maintenance and administration of web server and corresponding external service, like mail service
  • Maintenance of own R-Tech/EU-VRi software systems in the area of risk management

The applicants' profiles to be considered are ideally Software Engineers (IT), with proven knowledge (e.g. MS certified) in the area of MS-SQL-Server databases and Visual Basic .NET. Understanding of LINQ and its implementation is needed. The successful applicant should:

  • possess analytical skills and be motivated to learn and cope with new research issues
  • be fluent in English (certification on TOEFL, GRE or other comparable test is an advantage), knowledge of German and/or other languages can be of benefit, but is not essential.

Successful candidate will work directly with the CIO and CEO and will be offered:

Call for candidates for EuropeAid Key Experts

In relation with the call EuropeAid/131555/C/SER/RS, Tender ref: 11SER01/18/11

"Law enforcement in the field of industrial pollution control, prevention of chemical accidents and establishing the EMAS system"

Steinbeis Advanced Risk Technologies and EU-VRi are looking for candidates for the following positions:

Position 1: one key expert - team leader
(for 440 working days in two years)

Position 2: one key expert for Seveso Directive
(for 300 working days in two years)

Position 3: one key expert for IPPC/IED Directive
(for 300 working days in two years)

The proposal is currently in preparation for Stage 2 which requires also designating the key experts.

Requirements regarding general qualifications for the key experts are:

  • a Bachelor's degree (where an university degree has been awarded on completion of three years study in a university or equivalent institution).
  • a Master/PhD in a subject relevant to the assignment is an advantage
  • at least very good command of English (4 on a scale 1-5 where 5 is excellent).

 

Specific requirements related to the experience are:

Key expert - team leader

 General professional experience:

 

    1. Minimum 10 years but preferably 15 years of post-graduate professional experience in environmental management. Post graduate professional experience in environmental management gained in the European Union as civil servant or employee of a Member State Mandated Body will be considered as an advantage.
Specific professional experience:
    1. Experience as project team leader (TA-TL) in donor funded projects (one to three projects) of a similar size, complexity and duration (not less than EUR 1 million service contract value and not less than 18 months individual project duration. Not less than 60% of individual project duration of 18 months covered by expert's work day input as TA-TL) in at least one country that is not the expert's country of origin/usual residence.
    2. Minimum 3 years but preferably 6 years of post-graduate professional experience in capacity/institution building in the environmental field and gained preferably in past or current EU potential candidate or candidate countries.
    3. Professional experience gained in one or more of the following thematic areas in the European Union will be considered as an advantage: Legal Transposition of the Environment Acquis, IPPC, Seveso, Environmental Management systems such as ISO 14001 or EMAS.
    Key expert – IPPC 

    General professional experience:

    1. Minimum of 10 years but preferably 15 years of post graduate professional experience in environmental management

    Specific professional experience:

    1. Minimum of 6 years but preferably 10 years of post-graduate professional experience in the IPPC permitting process gained in an EU Member State. Post graduate professional experience in the IPPC permitting process gained in an EU Member State as civil servant or employee of a Member State Mandated Body will be considered as an advantage.
    2. Minimum 3 years but preferably 6 years of post graduate professional experience gained in an EU member state in the writing of IPPC permits as staff of a permitting authority or work as a consultant assisting a permitting authority in defining conditions of permits and including the application of BAT and BREF documents.
    3. Professional experience as key expert or non key expert in a donor funded project(s) with an aggregate work day input of the expert of at least 60 work days but preferably more in a country that is not the country of origin/usual residence of the expert and pertaining to IPPC permitting and /or inspection is an advantage.
    Key expert – Seveso

     General professional experience:

      1.  Minimum of 10 years but preferably 15 years of post graduate professional experience in environmental management
    Specific professional experience:
      1. Minimum of 6 years but preferably 10 years of post-graduate professional experience gained in an EU Member 5tate in implementing Seveso legislation on chemical accident prevention and preparedness including experience in the evaluation of Safety Reports and Emergency Plans. Post graduate professional experience in implementing the Seveso legislation on chemical accident prevention and preparedness including experience in the evaluation of Safety Reports and Emergency Plans in an EU member state as civil servant or employee of a Member 5tate Mandated Body will be considered as an advantage; experience in drafting of Safety Reports and Emergency Plans will be considered as an advantage.
      2. Professional experience as key expert or non key expert in a donor funded project(s) with an aggregate work day input of the expert of at least 60 work days but preferably more in a 29 country that is not the country of origin/usual residence of the expert and pertaining to the implementation of Seveso legislation is an advantage.

     

     Non-key experts

    Senior non key experts - long term and short term: Minimum requirements for Qualifications & Skills as for key experts. In addition they shall have not less than 10 years general professional experience and not less than 6 years of specifie professional experience gathered in an EU member state.
    Junior non key experts - long term and short term: Requirements for Qualifications & Skills as for key experts. In addition they shall have not less than Syears general professional experience and not less than 3 years of specifie professional experience. Where the assignments under this expert category concern transposition and implementation of EU legislation prior professional experience in the EU will be a requirement. 

    Also note that selected candidates, on request from R-Tech/EU-VRi, have to provide

     

    • a copy of the diplomas mentioned in their CVs
    • a copy of the employers' certificates or references proving the professional experience indicated in their CVs.
    Probable start of the project: May/September 2012

    Risk Engineering and Management

    dealing with:

    The applicants' profiles to be considered are:

    • Mechanical, Electrical, Process, Materials or Chemical Engineers, with IT-skills and/or interest in the area of risk management
    • Software Engineers (IT), with engineering skills and/or interest in the area of risk management
    • Risk and sustainability professionals

    Currently open are the following positions:

    1 or more researchers
    for projects MUST, PARTICOAT and similar projects

    1 or more researchers
    for projects ALFA-BIRD, iNTeg-Risk and the industrial projects

    2 or more fellows/internees
    for the development of data/knowledge bases, key performance indicators and GIS systems
    (NOTE: the fellowship can be combined with Master/PhD study at Steinbeis University!)

    The candidates should:

    • have an academic/engineering degree (researchers) or be working towards it (fellows)
